Трансформація системи економічної безпеки країн в контексті цифровізації

Abstract

У статті встановлено, що цифровізація є ключовим чинником зміцнення економічної безпеки країни, оскільки вона сприяє підвищенню прозорості економічних процесів, ефективності управління та зниженню рівня корупції. Встановлено, що дослідження чинників впливу на трансформацію системи економічної безпеки в умовах цифровізації є необхідним для визначення ефективності цього процесу та забезпечення стабільного розвитку країни в умовах глобальних цифрових змін. Запропонована методика оцінки ефективності трансформації системи економічної безпеки країни в контексті цифровізації включає: рівень кібербезпеки; швидкість реагування на економічні загрози; рівень інвестицій у цифрову безпеку; рівень автоматизації процесів моніторингу; показник економічної стабільності; індекс цифрової інтеграції в державне управління; рівень цифрової грамотності кадрів; позиція країни у міжнародних рейтингах цифрової безпеки; ефективність цифрових платформ економічної безпеки; ступінь взаємодії між державою, бізнесом і громадськістю; загальна ефективність трансформації системи економічної безпеки. Було запропоновано перспективні напрями цифровізації економічної безпеки, що складаються з: формування єдиної цифрової екосистеми для державного управління фінансами; підвищення рівня інвестиційної привабливості країни через прозорість та ефективність управління; зниження рівня корупції завдяки автоматизації процесів, що дозволить виявляти підозрілі транзакції та запобігати фінансовим злочинам. Доведено, що трансформація системи економічної безпеки країни в контексті цифровізації є неминучим процесом у сучасному світі, де інтеграція передових технологій дозволяє підвищити ефективність управління економікою, мінімізувати ризики, пов’язані з фінансовими злочинами, кіберзагрозами та корупцією, забезпечити стійкість національної економіки, підвищити конкурентоспроможність та адаптацію до глобальних змін.

The article establishes that digitalisation is a key factor in strengthening the country’s economic security, as it contributes to increasing the transparency of economic processes, improving management efficiency and reducing the level of corruption.It is determined that a study of the factors influencing the transformation of the economic security system in the context of digitalisation is necessary to determine the effectiveness of this process and ensure the country’s stable development in the context of global digital changes. The proposed methodology for assessing the effectiveness of the transformation of the country’s economic security system in the context of digitalization includes: level of cybersecurity; speed of response to economic threats; level of investment in digital security; level of automation of monitoring processes; indicator of economic stability; index of digital integration into public administration; level of digital literacy of personnel; position of the country in international digital security rankings; effectiveness of digital economic security platforms; degree of interaction between the State, business and the game. Promising directions of digitalisation of economic security are proposed, which include: formation of a single digital ecosystem for public financial management; increasing the level of investment attractiveness of the country through transparency and efficiency of management; reducing the level of corruption through automation of processes, which will allow detecting suspicious transactions and preventing financial crimes. It is proved that the transformation of the country’s economic security system in the context of digitalisation is an inevitable process in the modern world, where the integration of advanced technologies allows to increase the efficiency of economic management, minimise the risks associated with financial crimes, cyber threats and corruption, ensure the sustainability of the national economy, increase competitiveness and adaptation to global changes.
